What Is a UVIP in Ontario? Used Car Buyer Guide
If you are buying a used car in Ontario, the Used Vehicle Information Package — called the UVIP — is one document you should never skip. In Etobicoke and across the Greater Toronto Area, the UVIP is the province's own record for a vehicle: who has owned it, whether money is still owed on it, and how the vehicle is branded. Reading it can stop a bad purchase before money changes hands.
What a Used Vehicle Information Package Shows in Ontario
The UVIP is issued by the Ontario Ministry of Transportation and is linked to the vehicle's identification number, or VIN. It is a snapshot of the province's own registration records. A typical package includes:
- Vehicle details: year, make, model, colour, body type, and the full VIN
- Ontario registration history: previous registered owners and where the vehicle was registered
- Odometer information: the mileage declared the last time the vehicle was transferred
- Vehicle brand: whether the vehicle is recorded as none, salvage, rebuilt, or irreparable
- Lien information: whether a lender still has a claim on the vehicle
- Tax guidance: wholesale and retail values used to calculate tax on a private sale
Who Has to Provide a UVIP When Selling a Used Car in Ontario
In a private sale in Ontario, the seller is required to provide the buyer with a Used Vehicle Information Package, because private sales lack the disclosure protections of a dealer purchase. You can also order one yourself if you have the VIN — a smart step before you travel across the GTA or hand over a deposit.
Dealer sales work differently. A registered Ontario dealer handles the transfer paperwork and must meet strict disclosure requirements about the vehicle's past, including accident history and any write-off. Either way, the history should be in writing, not just in the seller's words.
How to Read a UVIP Before Buying a Used Car in Ontario
Work through the package in order. Three checks matter most for GTA buyers.
Check the VIN and vehicle description first
Compare the VIN on the UVIP with the VIN plate at the base of the windshield and the sticker on the driver's door frame. They must match exactly, and the year, make, model, and colour must match the car in front of you. Any mismatch is a reason to stop until it is explained in writing.
Read the lien information carefully
If the UVIP lists a lien, a bank or finance company still has a legal claim on the vehicle because a loan has not been fully paid. In a private sale, get written confirmation that the lien will be discharged as part of the purchase. Buying a car with an outstanding lien can leave you responsible for someone else's debt, or even at risk of losing the vehicle.
Understand the vehicle brand
Most used cars in Ontario carry a brand of "none," which is what you want to see. "Salvage" means the vehicle was declared unfit and cannot be licensed until it passes a structural inspection and is rebranded "rebuilt." A rebuilt vehicle can be roadworthy, but it is worth less and must be disclosed. "Irreparable" vehicles can never be licensed in Ontario. If the brand is not none, the price should reflect it.
How Much a UVIP Costs and Where to Get One in Ontario
A Used Vehicle Information Package costs $20. You can order one online through ServiceOntario using the VIN, or pick one up at a ServiceOntario centre in Etobicoke or across the GTA. Order a fresh one for each car you are serious about, rather than relying on an old copy a seller printed months ago.
UVIP vs Carfax: Why Ontario Used Car Buyers Need Both
Buyers often ask whether a UVIP replaces a Carfax vehicle history report. It does not — they answer different questions. The UVIP covers Ontario registration, liens, and branding. A Carfax report reaches further, gathering accident claims and service records from across Canada and the United States. A car can have a clean UVIP and still show an accident claim, because accidents are not part of what the UVIP records. Use both, and back them up with a pre-purchase inspection and Ontario safety certification before you buy.
UVIP Red Flags Ontario Buyers Should Never Ignore
- The VIN on the package does not match the car
- A lien is listed and the seller cannot show how it will be cleared
- The brand is salvage, rebuilt, or irreparable and was never mentioned
- The seller's name does not match the current owner named in the package
- The odometer reading has gone backwards between transfers
- The seller refuses to provide a UVIP or pressures you to skip it
Any one of these is a reason to slow down or walk away. There are plenty of good used cars in the Greater Toronto Area, and the paperwork on a good one is never a fight.
